Failing the phone screen while exhausted and distracted, good idea to email the recruiter before reapplying

I was supposed to do a phone screen at a given time but the recruiter was tied up, and she then gave me a call while I was driving and I was exhausted and i did not put up my best effort. I was reject

I was supposed to do a phone screen at a given time but the recruiter was tied up, and she then gave me a call while I was driving and I was exhausted and i did not put up my best effort. I was rejected from the phone screen. Would it be a good idea to email the recruiter explaining why it was not my best effort before reapplying?
