Question

## Problem

You have a list of file records: `(path, size_mb, owner)`. A storage quota system needs to flag owners who are over their limit.

Given:
- A list of file records
- A dict `quotas: {owner -> limit_mb}`
- A threshold `top_n: int`

Return the top `top_n` owners sorted by how much they exceed their quota (descending). For each, return `(owner, total_used_mb, quota_mb, excess_mb)`.
