Lengthy

At this point I don't intend to get an offer, but I just felt the process is really lengthy. Some background, I have 3 years of experience for this position and they are only asking for 1 year of experience. I had an interview about 4 weeks ago, first interview went well and I was told I would be hearing from HR about my second interview. I had the second interview virtually the same week, and I think it went well and they told me I would be hearing back from HR. It's been 4 weeks at this point (from my 2nd interview). I did get a call last week from HR saying they are still conducting interviews for the position and would be following up after interviews concluded. I'm still applying for other positions, and I feel pretty confident in my interviewing capabilities and my credentials. I'm just not used to the interview process taking more than 2 weeks, especially in the field I'm in (Social Work). Has anyone else dealt with this before?
