## Problem

Building on your Level 2 register, add weekly reporting and overtime logic:

1. `get_weekly_report(emp_id, week_start)` — return a dict mapping each day of the week to total hours worked (0.0 if no sessions).
2. `get_overtime_hours(emp_id, week_start, regular_limit=40)` — return hours worked beyond `regular_limit` in that week, after merging overlapping sessions per day.
3. `get_top_n_employees(week_start, n)` — return the top N employees by total hours that week.
